Estonia's HoReCa Labor Market: What Autumn Means for Staffing
Why hotels, restaurants, and cafés are finding it harder to staff up right now — and what to do about it.
The minimum wage increase reshaped competition
As of April 1, 2026, Estonia's minimum wage is €5.67 per hour (€946/month). That raised the floor across the whole HoReCa sector — places that used to offer rates close to the minimum now have to compete from a higher baseline, because it's easier than ever for workers to compare offers and pick the better one. In practice, offers below €7/hour have become noticeably harder to fill, especially in Tallinn.
Seasonality isn't just summer anymore
The classic assumption is that HoReCa staffing demand peaks in summer. In reality, Tallinn and other larger cities have developed a second peak in autumn — conference season, holiday-event preparation, and rising hotel occupancy heading into December mean September through November is just as intense for operations teams as June through August.
Why standard recruiting arrives too late
The classic job-ad-plus-interview-plus-trial-shift cycle typically takes one to two weeks. When demand appears suddenly — an event, a booking wave, a gap caused by a wave of sick leave — that process never keeps up. That's why many HoReCa businesses have shifted to a hybrid model: a small core team plus fast access to vetted temporary staff for the peaks.
Which roles get requested most
Based on our own request volume, the three most commonly requested HoReCa roles are wait staff for events and banquets, kitchen helpers for fast-paced kitchens, and housekeepers during hotel high season. All three share one common requirement — a valid health certificate before the first shift. See more on our roles page.
What you can prepare for now
The biggest mistake is waiting until the last minute. If you know November–December will bring a peak, it's worth lining up a partner in September–October who can get people on-site in 24–48 hours — not starting the search once the first overloaded weekend has already hit.
