MTR Registration for Staffing Providers: What Clients Should Check
Why the Economic Activities Register matters when vetting a staffing partner, and how to verify it in two minutes.
What MTR is and why it matters in staffing
The Economic Activities Register (Majandustegevuse register, or MTR) is Estonia's national register that companies operating in certain regulated fields must join — including temporary staff provision. Registration isn't a paperwork formality: it means the company has formally declared its activity to the state, meets certain requirements, and is visible and checkable by the authorities.
What happens if your partner isn't registered
If your company uses a staffing service from a provider that isn't registered in MTR, the risk doesn't stay with the provider alone. Operating unregistered in a regulated field is a misdemeanor, and if a problem surfaces later (tax filings, TÖR entries), it's the client who has to explain their supply chain and partners to the supervising authority.
How to check in two minutes
- Open the Economic Activities Register website (mtr.mkm.ee) or the Business Register portal;
- Search by company name or registry code;
- Check that the listed activity covers labor mediation/temporary staff provision, not just general business activity;
- Confirm the registration is active, not suspended or removed.
MTR isn't the only thing to check
Registration shows the company has declared itself correctly, but it doesn't automatically guarantee that every individual worker is sent to site correctly (TÖR entry, permits like a health certificate or a VST safety card). Ask specifically how the partner ensures those steps happen for every shift, not just once a quarter.
How UnitedStaff proves it
UnitedStaff (OpenWeb360 OÜ) is licensed in the Economic Activities Register as a staffing provider. Every placement runs through an automatic compliance package covering MTR, TÖR, and EMTA requirements — see more on our about page, or check which sectors and roles we cover on the roles page.
